Tehsildar/ Naib Tehsildar
The Tehsildar and Naib-Tehsildar are the key officers in the revenue administration at the tehsil level. They exercise the powers of Assistant Collector Grade-II and assist the district administration in revenue, executive and developmental matters. While deciding partition cases, the Tehsildar exercises the powers of Assistant Collector Grade-I. They also perform the functions of Sub-Registrar under the Registration Act.
1. Revenue Functions
The Tehsildar and Naib-Tehsildar mainly deal with matters relating to revenue administration and collection of government dues.
Main Responsibilities
- Collection of land revenue and other government dues.
- Supervision of revenue administration within the tehsil.
- Maintenance and verification of revenue records.
- Exercise of powers of Assistant Collector Grade-II.
- Exercise of powers of Assistant Collector Grade-I by the Tehsildar in partition cases.
- Supervision and control over the work of Kanungos and Patwaris.
2. Functions as Sub-Registrar
The Tehsildar and Naib-Tehsildar also perform the duties of Sub-Registrar under the Registration Act.
Main Responsibilities
- Registration of documents related to sale and purchase of property.
- Verification of property transactions and related records.
- Ensuring proper implementation of registration rules and procedures.
3. Administrative and Executive Functions
The Tehsildar and Naib-Tehsildar assist the district and sub-divisional administration in various executive and administrative matters.
Main Responsibilities
- Conducting extensive tours within their jurisdiction for inspection and supervision.
- Redressal of public grievances related to revenue matters.
- Assistance in maintaining law and order.
- Participation in election duties, census operations and disaster management activities.
- Execution of duties assigned by the Government from time to time.
4. Development Functions
The Tehsildar and Naib-Tehsildar also assist development departments in implementing various development schemes and rural welfare programmes.
Main Responsibilities
- Assistance in execution of development plans.
- Supervision of construction of roads, drains and embankments.
- Participation in soil conservation and land reclamation works.
- Supervision of paving of streets and filling of low-lying areas.
- Assistance in works related to rural reconstruction and development.
The Tehsildar and Naib-Tehsildar thus play an important role in revenue administration, rural development and implementation of government policies at the local level.
